The Tolan Group Announces Placement of Beth Caraccio as Senior Vice President of IDD Services at Elwyn

ST. AUGUSTINE, FL – The Tolan Group is pleased to announce the placement of Beth Caraccio as Senior Vice President of IDD Services at Elwyn. Beth brings more than twenty years of leadership experience and over thirty years in Health and Human Services, with deep expertise in intellectual and developmental disability (IDD) programs and specialized services. Founded in 1852, Elwyn is a nationally recognized human services organization supporting individuals with intellectual, developmental, and behavioral health needs across multiple states.

In her new role, Beth will focus on strengthening service delivery, advancing program innovation, and supporting continued organizational growth. Her proven leadership and operational expertise position her to enhance performance, mentor teams, and improve outcomes for those Elwyn serves.

Prior to joining Elwyn, Beth built a distinguished career in IDD services, beginning as a Direct Support Professional at Horizon House and advancing through progressively senior leadership roles at NHS (now Merakey). During her tenure at Merakey, she led large, multidisciplinary teams, oversaw complex service lines and budgets, drove program development and quality improvement initiatives, and partnered closely with clinical, operational, and compliance leaders to expand services and strengthen outcomes across the organization.

Beth holds a Master of Science in Administration of Human Services from Wilmington University and a Bachelor of Science in Secondary Education from West Virginia University.
